WAAC Constitution Fall 2002-June, 2008-Proposed revisions noted below:
Article I NAME
This organization shall be known as the Washington Academic Advising Council (Replace with: Coalition). (WAAC)
Article II PURPOSE
To provide an avenue for speaking with a unified voice on professional issues directly related to academic and professional-technical advising programs in community and technical colleges in the state of Washington.
WAAC is dedicated to assisting member institutions to make contributions to campus environments as well as enhancing the goals of advising within the community and technical college system.
WAAC is a non-profit organization dedicated to educational purposes and is organized to accomplish the following:
A. To offer support for members of WAAC to share concerns and to participate in cooperative problem solving in the areas of:
1. Efficient student transfer to 4-year institutions.
2. Enhancement of professional-technical programs and transfer articulations.
3. Building bridges for students between basic skills programs and college-level programs
4. Increasing student satisfaction with the college academic environment.
5. Affecting time-to-graduation (Replace with: Improving goal attainment) for technical and community college students.
6. (Providing-delete this word) Outreach to general and under-served student populations
7. Positive outcomes for students of color.
8. Improving services for probationary and suspended students to affect student retention.
B. To provide input (designed-delete this word) to assist persons who are involved in decision making, governance, and
administration regarding student success strategies in the community and technical college system.
C. To define and promote standards in the delivery of effective academic advising in the community and technical college system.
D. To develop recommendations of "best practices" in academic advising.
E. To maintain a membership list, listserv (Add: and website) for members of WAAC.
Article III ORGANIZATIONAL STRUCTURE
Section 1. Membership in WAAC shall be open to any Washington Community and Technical College advising and educational
planning professional.
Section 2. Officers and their elections
a. Officers shall be president, vice president, (Replace with: president-elect) immediate past president, and secretary/treasurer
(Replace: secretary and treasurer).
b. Officers shall be elected as specified in Article IV of the bylaws.
c. The terms of office shall be as specified in Article IV of the bylaws.
d. The executive committee shall be comprised of president, vice president, (Replace with: president-elect) immediate
past president, secretary/treasurer (Replace with: secretary and treasurer) and one or more additional (Replace with:
four) at-large representatives from the WAAC membership.(Add: chosen by the executive committee with at least
one of these at-large representatives to be from the central or eastern part of Washington state.
Section 3. Appointed Positions
a. The Executive Committee will have the power to establish appointed positions as necessary to run the organization.
b. The appointed positions will include Conference Chair, and Membership Coordinator (Replace: Website Manager).
c. The WAAC membership can make nominations for appointed positions as requested by the Executive Committee. These positions will run for one year (July 1-June 30)
Article IV MEETINGS
Section 1. WAAC will meet quarterly or (Delete: this word) as determined by the members. (Replace this word with:
Executive Committee)
Section 2. An ad-hoc committee (Replace these words with: The Executive Committee) will meet to plan and organize
quarterly meetings.
Section 3. Robert's Rules of Order will be the authority in a meeting's procedural questions.
Article V AMENDMENTS
Any of the articles of the constitution and bylaws may be amended or repealed as long as revisions do not change the educational purpose of WAAC. Revisions may be made upon written or e-mail notice to all members no less than 30 days prior to a quarterly meeting followed by a simple majority vote of all members present or who send in their vote via writing or e-mail during a business meeting.
BYLAWS
Washington Academic Advising Coalition (WAAC)
proposed revisions: Spring 2008
Article I: Officers and Responsibilities
A. The President shall direct the affairs of WAAC and president at all meetings; appoint, with the approval of the Executive Committee, people to any necessary positions or groups, and oversee the coordinator of all WAAC meetings.
B. The President-Elect shall assume the duties of the President in the President’s absence; shall work with the President to plan the WAAC meetings; lead the Nominations Committee; and shall perform other necessary duties designated by the Executive Committee.
C. The Secretary shall maintain all WAAC minutes and correspondence of the membership; and coordinate, organize and distribute listserv to membership.
D. The Treasurer shall maintain any financial records and make financial reports; shall collect and disperse council funds.
E. The Immediate Past-President shall work on projects identified and agreed upon by the Executive Committee and provide consultation to the current Executive Committee.
Article II: Executive Committee
A. The Executive Committee shall function as the policy-making and administrative team. It may make suggestions based on membership interests to relevant councils, shall review WAAC Constitution, Bylaws and financial reports, shall make recommendations regarding the time and place for WAAC meetings, and shall set the agenda for such meetings.
B. The Executive Committee shall be made up of the President, President-Elect, Secretary, Treasurer, Immediate Past-President and up to 4 At-Large Members.
C. Special meetings of all WAAC members may be held at the discretion of the Executive Committee with notification of all members in advance by the Secretary.
Article III: Voting/Elections
A. Voting shall be by any WAAC members in attendance at the meetings. A written proxy vote by each member will be accepted, if it is received by the Secretary 12 hours before the start of the business meeting.
B. Elections of officers shall be held by June 20. All candidates receiving a majority vote of members present ad/or any written proxies received by the deadline will be elected to their position for the year.
C. A Nominations Committee shall be established by the WAAC President-Elect. This committee will be composed of the President-Elect, Past-President and 1 additional at-large member of the WAAC Executive Committee. This committee will be responsible for establishing the slate of candidates by June 1.The President-Elect is responsible for coordinating the election.
Article IV: Registration/Membership and Dues
A. Membership shall consist of any community of technical college professional working in academic advising or educational planning.
B. A per-person registration fee for conferences, workshops and special events, will be the method used to cover the expense of WAAC.
